My division / school is organizing a retreat / learning journey session for staff. Can I request for MESRC to make a block book for several passes of an attraction?

No, you can’t, if you wish to reserve a few passes for your school / division usage, kindly get the required number of staffs to make the reservation accordingly.  MESRC Corporate passes are limited and to ensure fair practice, no special request will be entertained.
